There may be evil people whom God is not ‘working for the good’ of, but God is still working things for the good of His plan. Pharoah was used for God’s purposes, but it also says Pharoah’s heart was evil. God used the evil works of Pharoah for the good of His chosen people, but Pharoah... yeah, he didn’t end up so well.
It is important that we understand Holy Writ sufficiently to discern when the true word is being used appropriately. As usual, our Messiah showed us the way:
Then the devil took him to the holy city and had him stand on the highest point of the temple. “If you are the Son of God,” he said, “throw yourself down. For it is written:
“‘He will command his angels concerning you,
and they will lift you up in their hands,
so that you will not strike your foot against a stone.’”
Jesus answered him, “It is also written: ‘Do not put the Lord your God to the test.’” (Matthew 4:5-7)
Satan used scripture to tempt Jesus; don’t think he won’t try the same thing with us. Jesus puts the individual passage into context with all of His Word to refute the wily Serpent. We need to be ready to do the same.
